Why it is made this way
This is an ambient light and not a task light, and the specification says so. The base ring is perforated at 2mm on a 6mm pitch, which lets roughly 18% of the output down and diffuses the rest through the shade itself. It will not light a table. It will make a corner of a room feel occupied, which is a different and less commonly specified job.
